The Prime Minister Youth Program launched by the Government of Pakistan in 2013 includes various schemes to empower the youth of the country. One of the important initiatives under this program is the Prime Minister's Laptop Scheme.

The scheme, now in its fourth and fifth phases, aims to enhance research capacity, promote quality education and improve access to information technology for talented students across the country. With the aim of providing laptops to students at the start of their educational journey, the scheme aims to revolutionize the academic and research culture in the country.

 Objectives and Benefits

Recognizing the importance of long-term investment in youth for national development, the government launched the Prime Minister's Laptop Scheme. The objective of the scheme is

Empower students by equipping them with laptops for their academic and research activities.

The laptops, along with a comprehensive ecosystem, provide licensed software, training opportunities, certification vouchers, 3G EVO devices, and access to the national digital library and online courses from leading universities.

This holistic approach not only values student education but also creates synergies with relevant industries, enabling Pakistani higher education institutions to align with international standards.

 Distribution and application process

Higher Education Commission (HEC) of Pakistan is responsible for procurement and distribution of laptops under the scheme. Interested students can apply online through the Student Service Portal.

The application process involves registering or updating the student profile on the portal. In case of any issues in the application or receive SMS notifications, students can contact pmnlscomplaint@hec.gov.pk to register their complaints.

The selection procedure starts with the online application submitted by the eligible students.

The relevant focal person at the student's university verifies the information provided, including name, CNIC, department, degree level, and academic performance.

The Focal Person of the University is solely responsible for the verification process.

Any discrepancies found are corrected by updating the student's data, either by obtaining the necessary information from the university or from the student himself.

After the verification process is completed, each university receives its allotted share of laptops based on predetermined criteria.

 Allotment criteria and merit list

The laptop distribution criteria are as follows:

Provincial distribution based on enrollment share, excluding certain categories, as a proportion of total enrollment of students in higher education institutions.

Full coverage for enrolled PhD, MPhil, MS, or equivalent program students.

Quotas for distance learners, students of government polytechnic institutes or government colleges of technology and students of federal capital and federally administered tribal areas.

The remaining laptops are allocated to students in Bachelors and Masters (16-year) programmes, including wait-listed students from previous distributions and new admissions between July 2014 and June 2015.

Merit lists for the distribution of laptops are prepared on the basis of inter-class merit among the eligible students at each distribution level. Public can check the merit lists on HEC website. Students can also check their individual status at http://pmnls.hec.gov.pk/student_details.php.

Allotment criteria for ICT and GCT colleges

Laptops are awarded on merit to colleges functioning under Islamabad Capital Territory (ICT) and Government Technical Colleges (GCTs) in Pakistan and Azad Jammu and Kashmir (AJ&K). The latest academic performance in the examinations conducted by the concerned board is taken into consideration for preparing the merit list. Allotment is done on the basis of number of applicants rather than admission to colleges.

The Prime Minister's Laptop Scheme has emerged as a transformative initiative, empowering Pakistani students with access to technology and education. By providing laptops, licensed software, training opportunities and other resources, the scheme aims to bridge the digital divide and promote a technologically competent learning environment.

Through this program, the government demonstrates its commitment to invest in the

youth, recognizing their potential as a driving force for the country's prosperous future.
